The Department of Administration, Finance and Human Resources (AFHR) manages the administrative, financial and human resource functions of the OACPS Secretariat. This includes managing staff issues, preparing the Secretariat’s draft annual budget, supervising the management of the Secretariat’s financial resources and overseeing the management of the Secretariat’s conference services.
The Department works across all sections to maintain a conducive physical working environment for staff and external stakeholders. It provides relevant, adequate and reliable facilities for the smooth functioning of the OACPS and implements effective and efficient polices, systems, procedures and working methods. The Human Resources Section develops and applies effective human resources management policies to retain competent and motivated staff to enable the Secretariat to efficiently carry out its functions.
The enhancement of financial sustainability of the Secretariat is paramount through proper budgetary and financial management with the aim to contribute to the achievement of the objectives of the OACPS as defined by the organs. The Finance section is responsible for all financial matters ensuring that all financial transactions are in accordance with the Secretariat’s Financial Regulations, Rules and Procedures.
The Conference Services provides conference, linguistic and logistical services ensuring high quality, accuracy and consistency of work. This Unit is responsible for the translation, revision, production and distribution of all documentation produced in the Secretariat as well as the functioning and maintenance of the meeting facilities.

A highly-driven professional with over 15 years of experience in top-tier management, and more than 25 years working in human resource management, public finance and administration, Mrs. Auber Faal rose steadily through the ranks of the Government of The Gambia at the Personnel Management Office, Ministries of Foreign Affairs, and Finance and Economic Affairs, to hold such positions as Permanent Secretary in the Office of the President and Secretary to Cabinet. In the Public Service, Mrs. Auber Faal had a stint at the Gambia Civil Aviation Authority, lastly occupying the position of Director of Human Resources and Administration. Prior to her appointment at the OACPS, she was employed as Deputy Director-General at The Gambia’s National Petroleum Corporation.
