Brussels, 17 August 2020/OACPS: Dr. Norbert Richard Ibrahim, newly-appointed Assistant Secretary-General (ASG) of the Department of Political Affairs and Human Development (PAHD) of the Organisation of African, Caribbean and Pacific States (OACPS), has taken up his five-year assignment at the Secretariat of the OACPS.

The new ASG-PAHD is a citizen of the Republic of Madagascar. He was among the nominees put forward by the East African Region for the post. A lawyer, Dr. Ibrahim has held key positions within the Malagasy government; such as Head of the Consular and General Affairs Division, and Minister Plenipotentiary in charge of the Diplomatic Training Section at the National School of Administration in Madagascar.

No stranger to the OACPS, he was stationed at the Madagascan Embassy in Brussels, from 2005 to 2019, where he was a member of the Editing Group of the revised Georgetown Agreement and actively participated in the deliberations for the Post-Cotonou Negotiations. Before joining the Management team at the OACPS, Dr. Ibrahim was employed as a member of the Centre for Studies and Strategic Analysis at the Ministry of Foreign Affairs.

Dr. Ibrahim rounds off the male complement of the gender-balanced Management team, which is headed by the Secretary-General, H.E. Mr. Georges Rebelo Pinto Chikoti and which also includes the Assistant Secretary-General for Sustainable Economic Transformation and Trade, Mr. Escipión Joaquín Oliveira Gómez.
