Report of the President in Office of the OACPS - Dec 2022-March 2026
The Angola Presidency was undertaken within the political, normative, and strategic framework established by the 10th Summit of Heads of State and Government of the Organisation of African, Caribbean and Pacific States (OACPS), held in Luanda, Republic of Angola, on 9 December 2022, under the theme “3 Continents, 3 Oceans, 1 Common Destiny: Building a Resilient and Sustainable OACPS.”

STRATEGIC RENEWAL, FINANCIAL SUSTAINABILITY AND PARTNERSHIP REPOSITIONING
The OACPS can no longer be perceived primarily as a Secretariat-driven donor interface. Rather, it must operate as a political, economic and solidarity alliance of 79 developing states that collectively amplifies global influence, mobilises development finance, strengthens South–South and triangular cooperation, and delivers practical solutions to shared structural challenges.

Annual Report - 2025
In an era where multilateralism faces profound tensions, the Organisation of African, Caribbean and Pacific States (OACPS) remains a unique political space for the Global South, grounded in solidarity, dialogue, and the pursuit of common solutions. The year 2025 fully embodies this dynamic, serving as a period of clarity, choice, and collective responsibility.

Position Paper on CRMs - 2024
This position paper outlines the OACPS view on critical raw materials and their role in sustainable development and the energy transition. It highlights key priorities to guide cooperation and responsible resource management among Member States and partners.

Pacte Initiative 2025-2030
The OACPS brings together 79 developing countries and enters a new era of cooperation under the Samoa Agreement. The PACTE Initiative provides a strategic roadmap to modernize the Organisation and strengthen its development impact.

The fisheries and aquaculture sector is vital to all 79 OACPS Member States, supporting livelihoods, health, and trade. The 3rd ACP Ministers’ Meeting adopted a Strategic Plan of Action for Fisheries and Aquaculture (2012–2020) to drive sustainable development.

Strategic Plan 2022-2025
Our organisation aims to be a respected global player, promoting stronger multilateralism through cooperation and diversity. The Strategic Plan drives our transformation into a modern, results-driven Centre of Excellence supporting OACPS members effectively.

Annual report 2021
The 2021 Annual Report highlights key milestones as the OACPS advanced toward its future vision, including a new organisational structure, a concluded OACPS-EU Partnership Agreement, and the successful launch of the R&I and ClimSA programmes.
