Since 1975, the Organisation of African, Caribbean and Pacific States (OACPS) has evolved from a bold idea into a global platform of 79 nations working together for sustainable, inclusive progress.

This timeline celebrates key moments in our journey—past, present, and future.

1975 – Birth of a Vision
The Georgetown Agreement is Signed
OACPS is founded as the “ACP Group of States” with the signing of the Georgetown Agreement in Guyana. The goal: promote solidarity and cooperation among developing nations from three regions—Africa, the Caribbean, and the Pacific.

1975–2000 – The Lomé Years
Partnership with the European Union Begins
A series of Lomé Conventions (I–IV) are signed with the European Economic Community (now EU), laying the groundwork for preferential trade, development aid, and political dialogue.

2000 – A New Millennium, A New Framework
The Cotonou Agreement is Signed
Replacing the Lomé system, the Cotonou Partnership Agreement deepens political cooperation, human rights protections, and economic development ties between the ACP and the EU.

2012 – Strategic Repositioning Begins
Reflection and Reform
OACPS initiates a multi-year process to modernize its mission, improve governance, and prepare for a post-Cotonou world.

Nairobi Declaration Adopted
Leaders reaffirm the group’s unity and call for stronger engagement in climate justice, peacebuilding, and youth development.

From ACP to OACPS
Members agree to rename the organization as the Organisation of African, Caribbean and Pacific States (OACPS) to reflect its institutional maturity and renewed ambition.

2021 – Samoa Agreement Negotiations Conclude
A Modern Partnership for Modern Challenges
The OACPS and EU finalize the Samoa Agreement, a legally binding accord that addresses sustainable development, climate, migration, human rights, and digital transformation.
