STATEMENT BY THE SECRETARY-GENERAL OF THE OACPS | FROM LEGAL CLARITY TO CLIMATE ACTION – IMPLEMENTING THE INTERNATIONAL COURT OF JUSTICE (ICJ) ADVISORY OPINION
Excellencies, distinguished delegates, ladies and gentlemen,
The Organisation of African, Caribbean and Pacific States (OACPS) places climate justice at the heart of its climate and environmental engagement. Comprising 79 Member States— many of which are among the most climate-vulnerable. The OACPS has consistently advocated for a fair, inclusive, and rights-based approach to global climate action. Anchored in the principles of equity, common but differentiated responsibilities, and sustainable development, the OACPS regards climate justice not only as a moral imperative, but as a legal and political necessity. It is in this spirit that the OACPS actively championed and supported the request for an advisory opinion from the International Court of Justice on the legal obligations of States with respect to climate change.
